The WHIG is built entirely on open source solutions - the foremost component of this is the Plone content management system.
Plone
Plone is a content management system (CMS) that forms a large part of the functionality for the WHIG. Plone itself runs on top of the Zope platform - an application server for services written in the Python programming language.
All of these products are open-source - meaning both the finished product and the source code for it are available for free.
