Adding a news item is just like adding a page. Follow those instructions and then submit your news item for publication. It will then be displayed on the sidebar of every page in the "news" section.

News items are the best place to announce new services, launches of programmes, important developments in health and safety, and so on. It's best to try and keep them short and to the point. If you have further information then you can always create a page and link to it using the "Related Item(s)" field.
